The Hygiene and CLTS (Community-Led Total Sanitation) Promoter is responsible for promoting improved hygiene behaviors and facilitating Community-Led Total Sanitation (CLTS) processes in targeted communities. The position focuses on reducing open defecation, increasing access to safe sanitation, improving handwashing practices, and preventing waterborne diseases through community mobilization, awareness campaigns, household visits, and behavior change communication.

The Hygiene and CLTS Promoter work closely with community leaders, health workers, schools, local authorities, and WASH committees to ensure sustainable hygiene and sanitation improvements and supports the achievement of Open Defecation Free (ODF) status in project communities.

Key Responsibilities

Community Mobilization and CLTS Facilitation

  • Facilitate Community-Led Total Sanitation (CLTS) triggering sessions in target villages.
  • Mobilize communities to eliminate open defecation.
  • Guide communities in preparing sanitation action plans.
  • Support communities in achieving and sustaining Open Defecation Free (ODF) status.
  • Organize community sanitation campaigns and clean-up events.
  • Engage community elders, religious leaders, women, youth, and vulnerable groups in sanitation activities.
  • Conduct follow-up visits after CLTS triggering.

Hygiene Promotion

  • Conduct hygiene awareness sessions using participatory methods.
  • Promote key hygiene messages including:
  • Handwashing with soap at critical times
  • Safe drinking water handling
  • Household water treatment and storage
  • Food hygiene
  • Environmental sanitation
  • Menstrual Hygiene Management (MHM)
  • Personal hygiene

Conduct household hygiene education visits. Promote proper use and maintenance of household latrines. Encourage safe disposal of children's feces. Promote proper solid and liquid waste management.

Behavior Change Communication (BCC)

  • Deliver hygiene education using Behavior Change Communication (BCC) approaches.
  • Facilitate group discussions, demonstrations, and community dialogues.
  • Organize awareness campaigns during national and international health events.
  • Conduct school hygiene promotion activities.
  • Support school WASH clubs where applicable.
  • Use IEC/BCC materials effectively during awareness sessions.

Household Monitoring

  • Conduct regular household monitoring visits.
  • Assess hygiene and sanitation practices.
  • Monitor latrine construction and utilization.
  • Observe handwashing facility availability and functionality.
  • Identify households requiring additional support.
  • Record progress toward behavior change.

WASH Committee Support

  • Assist in establishing community WASH Committees.
  • Train committee members on hygiene promotion and sanitation management.
  • Strengthen community ownership of WASH facilities.
  • Support community monitoring of sanitation improvements.

Training and Capacity Building

  • Train community volunteers on hygiene promotion.
  • Conduct refresher training sessions.
  • Build capacity of local leaders on CLTS methodology.
  • Support school teachers in hygiene education activities.

Monitoring, Data Collection and Reporting

  • Collect hygiene and sanitation monitoring data.
  • Complete household monitoring forms.
  • Maintain records of awareness sessions and participants.
  • Prepare weekly and monthly activity reports.
  • Document success stories, lessons learned, and challenges.
  • Report disease outbreaks or WASH-related risks immediately.
  • Assist in baseline, endline, and post-ODF verification surveys.

Coordination

  • Coordinate with local authorities and health facilities.
  • Work closely with Community Health Workers (CHWs).
  • Participate in project coordination meetings.
  • Coordinate with engineering teams during sanitation infrastructure activities.
  • Support other project activities as assigned.

Educational Requirements

Bachelor's degree in Environmental Health, Community Development, Rural Development, WASH, Social Sciences or another relevant field.

Experience Requirements

  • Minimum 3–5 years of relevant experience hygiene promotion, CLTS and WASH projects.
  • Experience working with rural communities and local institutions.
  • Proven experience working with national or international NGOs, UN agencies, or government institutions, with a strong understanding of donor compliance and project management requirements.
  • Experience in coordinating with government counterparts, community institutions, private sector actors, and development partners, and delivering technical training and capacity-building initiatives for farmers and community groups.

Technical Competencies

  • Strong knowledge of Community-Led Total Sanitation (CLTS).
  • Good understanding of hygiene behavior changes methodologies.
  • Knowledge of WASH Minimum Standards.
  • Familiarity with public health and disease prevention.
  • Data collection and reporting skills.

Computer Skills

  • Basic computer skills (MS Word, Excel, Outlook).
  • Ability to use smartphones or tablets for digital data collection (e.g., Kobo, ODK) is an advantage
  • Ability to prepare reports and presentations.

Language Requirements

  • Fluency in Pashto and/or Dari.
  • Good working knowledge of English is desirable.
  • Strong report writing and communication skills.
