Project Manager - Vertical Construction

Project management and coordination

• Plan, staff and manage every assignment received under the LTA, from call-off to final completion.
• Lead and supervise the multidisciplinary team; assign tasks and review all outputs before submission.
• Act as the main contact with UNICEF and other UN clients; attend kick-off, coordination and pre-bid meetings.
• Prepare work plans, staffing schedules and budgets for each assignment, and track time, cost and quality.
• Coordinate with local authorities for permits, approvals and site access.

Technical assessment and design

• Lead technical assessments of existing buildings (foundation, roof, walls, doors and windows, flooring, electrical, mechanical) and recommend rehabilitation scope.
• Oversee site investigations for new buildings: topographic survey, geotechnical investigation and soil tests, and Environmental Impact Assessment.
• Review and approve conceptual and detailed architectural, structural, electrical and mechanical designs, calculations, 3D drawings and renewable energy (solar) designs.
• Ensure designs include sustainability, green-building and circular-construction features where required.
• Review technical specifications (referenced to national and international standards) and detailed, confidential priced BoQs.
• Ensure drawings are submitted in AutoCAD and PDF, plus printed hard copies at an appropriate scale.
• Answer bidder questions at pre-bid meetings.

Quality assurance and site supervision

• Review and enforce the contractor's QA/QC plans and procedures.
• Review and approve the contractor's construction schedule, shop drawings and as-built drawings.
• Oversee daily site supervision; monitor progress, cost, quality and quantity of works.
• Inspect material sources and attend laboratory materials testing.
• Review contractor submittals (material tests, RFIs, variation orders) and give recommendations to UNICEF.
• Certify contractor payments at the 20%, 40%, 60%, 80% and 100% milestones; assist UNICEF in controlling variation orders and applying liquidated damages.
• Ensure works follow local by-laws, health and safety standards, quality standards and the signed contract.
• Keep project records that can serve as evidence in claims and disputes.

Completion and handover

• Review completed works against agreed deliverables and inform UNICEF.
• Lead joint inspections with the contractor and prepare snag lists.
• Issue Certificates of Partial, Substantial and Final Completion.
• Hand over completed works to the relevant authorities and submit the completion package to UNICEF.

Defect Liability Period

• Plan and lead quarterly site visits during the DLP and submit a report for each visit.
• Prepare final completion documents.

The requirements below eligibility criteria for this post; candidates who do not meet them cannot be proposed.

Education (mandatory)

• Bachelor's degree in Civil Engineering or Architecture, and Master's degree in Construction Management or a relevant field from a recognized institution.

Experience (mandatory)

• Minimum 12 years of experience in design and construction management.
• Proven experience managing vertical construction projects (schools, health facilities, offices, warehouses or similar).

Desirable

• Experience with UN agencies or international organizations, ideally UNICEF.
• Experience managing design and supervision across several regions of Afghanistan (north, south, east, west).
• Knowledge of sustainable, green-building and circular-construction practices, and solar energy systems for buildings.
• Familiarity with international contract forms (e.g. FIDIC), Afghan building codes and international standards.
• Professional registration or project management certification (e.g. PMP).

Skills

• Strong communication and management skills.
• Ability to communicate in English (written and spoken) is mandatory; Dari and Pashto are strongly preferred.
• Proficiency in AutoCAD, MS Project or Primavera, and MS Office; familiarity with structural/BIM software is an advantage.
• Willingness to travel to remote project sites.
