1. Purpose of the Position
The M&E Officer is responsible for establishing, implementing, and maintaining monitoring and evaluation systems to ensure effective tracking of project activities, outputs, and outcomes. The role supports evidence-based decision-making, promotes accountability, and ensures compliance with donor and organizational standards.

2. Key Responsibilities
Monitoring & Evaluation Duties
- Develop and implement project monitoring and evaluation frameworks, plans, and tools.
- Collect, verify, and analyze quantitative and qualitative data from field activities.
- Conduct regular monitoring visits to project sites and provide feedback to staff.
- Ensure data quality, accuracy, and timely reporting.
- Support preparation of weekly, monthly, quarterly, and annual reports.
- Document lessons learned, best practices, and success stories.
- Provide technical support and capacity building to project staff on M&E practices.
- Maintain organized filing systems for M&E data and reports.
- Ensure compliance with organizational policies, donor requirements, and safeguarding standards.
- Track project indicators and compare achievements against targets.
- Maintain and regularly update M&E databases and tracking systems.
- Prepare monthly, quarterly, and annual M&E reports.
- Develop tables, charts, dashboards, and other data presentations for program review meetings.
- Support program teams in developing appropriate indicators and data-collection tools.
- Provide feedback to field teams and health facilities on data quality and program performance.
Coordination & Communication
- Work closely with program teams to integrate M&E into project planning and implementation.
- Support project management in decision-making through evidence-based recommendations.
- Coordinate with external stakeholders, partners, and donors on M&E matters when required.
- Contribute to organizational learning and knowledge management initiatives.
3. Reporting Line
- Reports directly to Program/Project Manager
- Provides technical input to senior management and donor reporting units
4. Qualifications
- MD, Public Health or related field
- Minimum 3 years of experience in monitoring and evaluation with NGOs/INGOs
- Strong knowledge of M&E methodologies, tools, and data management systems
- Excellent analytical, reporting, and communication skills
- Proficiency in MS Office (Excel, Word, PowerPoint) and data analysis software
- Familiarity with Kobo Toolbox and ODK applications for data collection and management
- Ability to work independently, meet deadlines, and maintain confidentiality
- Languages: Intermediate English; fluent in Pashto and Dari
