Job Purpose

The Monitoring & Evaluation (M&E) Officer is responsible for supporting the implementation of the project's M&E system and ensuring the timely collection, verification, analysis, and reporting of accurate and reliable program data. The position works closely with project and field teams to monitor project activities, track progress against indicators and targets, identify implementation gaps, and provide evidence-based feedback to improve project performance and results

1-Key Responsibilities

M&E Planning and Implementation, Monitoring and Field Visits

  • Support the implementation of the project's M&E plan, logical framework, results framework, and performance indicators.
  • Support the development and use of appropriate M&E tools, checklists, data collection formats, and reporting templates.
  • Ensure project indicators are clearly understood and properly monitored by relevant staff.
  • Provide technical support to project staff on M&E procedures, data collection, and reporting requirements.
  • Conduct regular field monitoring visits to assess the implementation and quality of project activities.
  • Monitor progress against project targets, indicators, outputs, and expected results.
  • Verify reported achievements through field observations, document reviews, interviews, and other appropriate methods.
  • Identify implementation gaps, challenges, and bottlenecks and provide timely feedback to the Project Manager and M&E Manager.
  • Follow up on agreed corrective actions and recommendations.

Data Collection and Data Quality Data Analysis and Reporting

  • Collect and compile quantitative and qualitative project data from field and project teams.
  • Review collected data for accuracy, completeness, consistency, and timeliness.
  • Conduct routine data verification and support Data Quality Assessments (DQAs).
  • Maintain proper documentation and filing of M&E data and supporting evidence.
  • Ensure confidentiality and appropriate handling of project and beneficiary information.
  • Enter, clean, organize, and analyze project data using appropriate tools.
  • Prepare regular M&E updates, monitoring reports, tables, charts, and summaries.
  • Support the preparation of monthly, quarterly, and other project progress reports.
  • Compare actual achievements against project targets and identify areas requiring attention.
  • Provide analytical findings and recommendations to support project decision-making.

Evaluation, Learning, and Documentation

  • Support baseline, midline, endline, and other assessments as required.
  • Document case stories, best practices, lessons learned, and project innovations.
  • Support the identification and documentation of factors affecting project performance and results.
  • Support the implementation and monitoring of beneficiary feedback and complaint mechanisms.
  • Ensure beneficiary feedback and concerns are properly documented and referred to the appropriate staff.
  • Promote accountability, transparency, and participation of project beneficiaries.
  • Support the monitoring of safeguarding and PSEA-related reporting mechanisms, as required.
  • Participate in project review meetings and provide M&E findings and recommendations.
  • Support donor, partner, and management monitoring visits and assessments.
  • Perform other M&E-related duties assigned by the supervisor or management.

Requirements

Education

  • Bachelor's degree in Monitoring & Evaluation, Statistics, Public Health, Economics, Development Studies, Social Sciences, Business Administration, or a related field.

Work Experience

  • Minimum 3 years of relevant professional experience in Monitoring & Evaluation, MEAL, project monitoring, data management, or a related field.
  • Previous experience with NGOs, UN agencies, or donor-funded projects is preferred.
  • Experience in field monitoring, data collection, data analysis, and project reporting.
  • Experience working with M&E tools and digital data collection platforms is an advantage.

Required Skills

  • Good knowledge of Monitoring & Evaluation concepts and Results-Based Management (RBM).
  • Good understanding of logical frameworks, indicators, targets, and results-based monitoring.
  • Good data collection, analysis, and interpretation skills.
  • Strong report writing and documentation skills.
  • Good knowledge of Microsoft Excel, Word, and PowerPoint.
  • Experience with Kobo Toolbox, ODK, or similar platforms is an advantage.
