Tazkira
The e-tazkira: the three ways to get one and what each costs, what to bring in your situation, and the steps.
Three ways

The consulate in Dubai does not issue tazkiras yet, but it issues a digital birth certificate online in 14 days for USD 36. A paper tazkira in absentia costs USD 200.
The fees were set by the government in 2023 and were the same in 2025. Pay only at the centre itself.
The steps
- Fill in the formOnline at nid.nsia.gov.af (it may open only from inside Afghanistan), or at a statistics office.nid.nsia.gov.af
- Go to the centreOn the day you are given, with the form and your papers.
- Pay the fee500 afghanis at a centre, 700 at Asan Khedmat.
- BiometricsFingerprints, an iris scan and a photo.
- Collect the cardOn the day you are given, confirming your fingerprint. It is valid for up to 10 years.
About the tazkira
Paper or electronic
The old paper tazkira is still accepted in many places, but offices increasingly ask for the e-tazkira; a passport application with a paper tazkira needs it verified by the statistics office first. Anyone who still has a paper tazkira can change it for an e-tazkira with the papers above.
Mistakes on the card
If your name, father's name or date of birth is wrong, go back to the centre with your old tazkira and proof of the right details: every other document copies what the tazkira says.
Abroad
The e-tazkira is issued abroad at NSIA's Asan Khedmat centre in the Afghan Embassy in Abu Dhabi, which in 1404 gave out more than 4,100 cards, to Afghans living in the UAE and to others who travelled there from Europe and North America. The consulate in Dubai does not issue it yet: its online portal lists an Afghan Overseas ID as coming soon. Before you travel to Abu Dhabi, call the embassy to check the centre is open.
The consulate in Dubai does issue a digital birth certificate through its e-Afghans portal, to Afghans living outside Afghanistan: USD 36.09, in about 14 days, with your passport and residence card (and your parents' papers if you are under 18). It is a birth certificate, not a tazkira, and it comes only as a digital file you can verify online for six months: save it on your phone. For anything else, ask the nearest Afghan embassy or consulate.
Pay only at the centre. Nobody can sell you a tazkira or a faster one.
