Technical Assistant (Project Focal Point/ECHO)

• Technical Leadership: Provide technical oversight for Mobile Health Teams, Basic Health Centers, and Sub-Health Centers.
• Ensure implementation of quality primary healthcare services in accordance with Ministry of Public Health (MoPH) guidelines and ARCS policies.
• Review and update technical guidelines, SOPs, protocols, and health service standards.
• Provide technical advice during proposal development, project design, and implementation.

Support the development of annual work plan, implementation plan, and operational strategies. Monitor implementation progress and ensure activities are completed according to approved plans. Identify implementation challenges and recommend practical solutions.

Supervision, Monitoring and Quality Assurance

• Conduct regular supportive supervision visits to field health facilities.
• Monitor service quality and compliance with national clinical standards.
• Review program performance indicators and recommend corrective actions.
• Ensure proper documentation and utilization of monitoring findings.

Capacity Building

• Assess training needs of health staff.
• Develop training plans and facilitate technical training, workshops, and refresher sessions.
• Mentor and coach field health personnel to strengthen technical competencies.

Reporting and Information Management

• Review monthly, quarterly, and annual technical reports.
• Ensure accuracy, completeness, and timely submission of health reports.

Coordination and Representation

• Coordinate with MoPH, IFRC, National Societies, donors, UN agencies, NGOs, and other stakeholders.
• Represent ARCS Health Directorate in technical meetings and coordination forums when delegated.
• strengthen collaboration between headquarters and field teams.

Project Development

• Contribute to needs assessments and health program evaluations.
• Support proposal writing, budgeting, and technical narrative development.
• Provide technical input for donor reports and project documentation.

• Medical Doctor (MD) degree from a recognized institution.
• Successful completion of the required medical exit examination.
• Master of Public Health (MPH) or another relevant postgraduate qualification is preferred.

Experience

• Minimum 3-5 years of progressively responsible experience in health program management.
• Experience working with humanitarian organizations, NGOs, Red Cross/Red Crescent Movement, or UN agencies is preferred.
• Experience managing Mobile Health Teams or Primary Health Care projects is highly desirable.
