Position Title: HR/Finance Assistant
Department: Human Resources / Finance & Administration
Reports To: HR/Finance Officer
Duty Station: Kunar, Afghanistan
Employment Type: Full-Time
Position Summary
The HR/Finance Assistant will provide administrative, human resources, finance, and operational support to ensure the effective and efficient implementation of organizational activities.
The position will assist with maintaining employee records, recruitment and onboarding processes, attendance and leave management, payroll-related documentation, financial transactions, filing, data entry, financial documentation, and preparation of routine HR and finance reports.
The HR/Finance Assistant is expected to maintain confidentiality, accuracy, transparency, and compliance with organizational policies, donor requirements, and applicable procedures.
Key Responsibilities
Human Resources Support
- Assist in the implementation of HR policies, procedures, and systems.
- Support recruitment processes, including vacancy announcements, collection of applications, shortlisting, interview arrangements, and recruitment documentation.
- Maintain updated and confidential personnel files for all staff.
- Assist with staff contracts, extensions, amendments, and other employment-related documents.
- Maintain staff attendance, leave, timesheets, and personnel records.
- Assist with staff onboarding and orientation, including preparation of required documentation.
- Support staff exit procedures and clearance processes.
- Maintain an updated staff database and HR tracking sheets.
- Assist in preparing HR reports and staff-related statistics.
- Support performance appraisal and staff development processes as required.
- Ensure HR documents are properly filed and securely maintained.
- Respond to routine staff inquiries and refer complex HR matters to the supervisor.
Finance Support
- Assist the Finance Department with day-to-day financial and administrative activities.
- Prepare and process payment requests, vouchers, receipts, and supporting documentation.
- Assist with cash management and financial transactions according to organizational procedures.
- Support the preparation and review of financial documents before submission for approval.
- Assist in maintaining accurate financial records and filing systems.
- Enter financial transactions and supporting information into relevant accounting systems or spreadsheets.
- Assist with bank and cash reconciliations as assigned.
- Support the Finance Officer/Manager in preparing periodic financial reports.
- Ensure financial documents are complete, accurate, properly authorized, and supported by appropriate documentation.
- Assist with budget monitoring and tracking of expenditures.
- Maintain organized records of invoices, payment documents, receipts, advances, and other financial records.
- Support financial audits by providing requested documentation under the supervision of the Finance Officer.
Payroll and Staff Benefits Support
- Assist in preparing monthly payroll information.
- Collect and verify attendance, timesheets, leave records, deductions, and other payroll-related information.
- Ensure payroll supporting documents are complete and properly authorized.
- Maintain confidentiality of salary and other sensitive employee information.
- Assist with staff allowances, benefits, and other payments according to organizational policies.
- Report discrepancies or missing information to the supervisor before payroll processing.
Administrative Support
- Provide general administrative support to HR, Finance, and management.
- Prepare letters, memos, forms, spreadsheets, and other administrative documents.
- Maintain proper electronic and hard-copy filing systems.
- Assist with procurement and administrative processes when required.
- Support travel arrangements, staff movements, and related documentation.
- Assist in maintaining office records and inventories as assigned.
- Coordinate with relevant departments to collect required HR, finance, and administrative information.
Documentation and Reporting
- Maintain accurate and up-to-date HR and finance records.
- Prepare routine HR and finance-related reports as assigned.
- Track outstanding advances, payments, documentation, and other administrative matters.
- Ensure all documents are properly signed, approved, coded, and filed.
- Maintain secure electronic and physical records.
- Submit required reports and documentation within established deadlines.
- Provide timely responses to routine requests and inquiries.
- Participate in relevant meetings and coordination activities as required.

Requirements
Qualifications and Requirements
- Bachelor's degree in Finance, Accounting, Business Administration, Human Resources, Economics, or a related field.
- Diploma or relevant professional qualification may be considered with sufficient relevant experience.
- At least 2 years of relevant experience in HR, finance, administration, or a similar position.
- Basic knowledge of accounting and financial management principles.
- Good understanding of HR administration and personnel management procedures.
- Experience with payroll, attendance, leave management, and personnel records is an advantage.
- Good knowledge of Microsoft Office, particularly Excel and Word.
- Strong organizational and time-management skills.
- Ability to maintain confidentiality and handle sensitive information professionally.
- Good communication and interpersonal skills.
- Ability to work independently and as part of a team.
- Ability to work under pressure and meet deadlines.
- Fluency in Pashto and/or Dari is preferred; good English communication skills are an advantage.
